{"id":32157,"date":"2026-08-13T09:43:10","date_gmt":"2026-08-13T09:43:10","guid":{"rendered":"https:\/\/www.press7.tv\/?p=32157"},"modified":"2026-08-13T09:43:10","modified_gmt":"2026-08-13T09:43:10","slug":"glps-vendimmarrja-e-qeverise-ne-detyre-eshte-ne-kundershtim-me-kushtetuten-dhe-ligjin","status":"publish","type":"post","link":"https:\/\/www.press7.tv\/?p=32157","title":{"rendered":"GLPS: Vendimmarrja e Qeveris\u00eb n\u00eb detyr\u00eb \u00ebsht\u00eb n\u00eb kund\u00ebrshtim me Kushtetut\u00ebn dhe ligjin"},"content":{"rendered":"\n    <div class=\"xs_social_share_widget xs_share_url before_content \t\tmain_content  wslu-style-2 wslu-share-box-shaped wslu-fill-colored wslu-share-m-5 wslu-none wslu-share-vertical wslu-theme-font-no wslu-main_content\">\n\n\t\t\n        <ul>\n\t\t\t        <\/ul>\n    <\/div> \n<p>Grupi p\u00ebr Studime Juridike dhe Politike (GLPS) ka ngritur shqet\u00ebsime lidhur me vendimet e marra nga Qeveria n\u00eb detyr\u00eb n\u00eb mbledhjen e 12 gushtit, duke i cil\u00ebsuar ato si t\u00eb kund\u00ebrligjshme dhe n\u00eb kund\u00ebrshtim me kufizimet kushtetuese.<\/p>\n<p>GLPS ka argumentuar se shumica e an\u00ebtar\u00ebve t\u00eb Qeveris\u00eb n\u00eb detyr\u00eb jan\u00eb betuar si deputet\u00eb t\u00eb Kuvendit t\u00eb Kosov\u00ebs, \u00e7ka, sipas k\u00ebtij grupi, e b\u00ebn t\u00eb kontestueshme vazhdimin e ushtrimit t\u00eb funksioneve ekzekutive.<\/p>\n<p>Sipas GLPS-s\u00eb, Neni 72 i Kushtetut\u00ebs, Neni 26 i Ligjit p\u00ebr Qeverin\u00eb dhe aktgjykimi i Gjykat\u00ebs Supreme ndalojn\u00eb ushtrimin e nj\u00ebkohsh\u00ebm t\u00eb funksionit t\u00eb deputetit dhe an\u00ebtarit t\u00eb Qeveris\u00eb.<\/p>\n<p>\u201cDuke qen\u00eb se shumica e an\u00ebtar\u00ebve t\u00eb Qeveris\u00eb n\u00eb detyr\u00eb jan\u00eb betuar si deputet\u00eb t\u00eb Kuvendit t\u00eb Kosov\u00ebs, vendimmarrja e djeshme \u00ebsht\u00eb e kund\u00ebrligjshme dhe i tejkalon kufizimet kushtetuese dhe ligjore\u201d, thuhet n\u00eb reagimin e GLPS-s\u00eb.<\/p>\n<p>GLPS-ja ka b\u00ebr\u00eb t\u00eb ditur se m\u00eb 6 gusht i \u00ebsht\u00eb drejtuar Zyr\u00ebs s\u00eb Kryeministrit me k\u00ebrkes\u00eb p\u00ebr dokumentacionin q\u00eb d\u00ebshmon n\u00ebse an\u00ebtar\u00ebt e Qeveris\u00eb n\u00eb detyr\u00eb, t\u00eb zgjedhur deputet\u00eb, kan\u00eb dh\u00ebn\u00eb dor\u00ebheqje nga funksionet ministrore.<\/p>\n<p>Sipas GLPS-s\u00eb, sot \u00ebsht\u00eb dita e shtat\u00eb dhe e fundit e afatit ligjor p\u00ebr p\u00ebrgjigje, nd\u00ebrsa grupi pret q\u00eb Zyra e Kryeministrit t\u00eb p\u00ebrmbush\u00eb detyrimin ligjor dhe t\u00eb siguroj\u00eb transparenc\u00eb lidhur me k\u00ebt\u00eb \u00e7\u00ebshtje.<\/p>\n<p>N\u00eb reagim theksohet gjithashtu se dor\u00ebheqja nga nj\u00eb funksion publik nuk duhet t\u00eb jet\u00eb vet\u00ebm nj\u00eb akt formal, por duhet t\u00eb pasohet edhe me nd\u00ebrprerjen faktike t\u00eb ushtrimit t\u00eb atij funksioni.<\/p>\n<p>GLPS-ja ka k\u00ebrkuar nga an\u00ebtar\u00ebt e Qeveris\u00eb transparenc\u00eb dhe llogaridh\u00ebnie lidhur me statusin e tyre juridik, nd\u00ebrsa ka b\u00ebr\u00eb thirrje q\u00eb Qeveria n\u00eb detyr\u00eb t\u00eb p\u00ebrmbahet nga \u00e7do veprim q\u00eb tejkalon kompetencat e saj.<\/p>\n<p>\u201cVendimmarrja e djeshme e Qeveris\u00eb n\u00eb detyr\u00eb \u00ebsht\u00eb e kund\u00ebrligjshme dhe nuk mund t\u00eb normalizohet\u201d, ka deklaruar GLPS.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Grupi p\u00ebr Studime Juridike dhe Politike (GLPS) ka ngritur shqet\u00ebsime lidhur me vendimet e marra nga Qeveria n\u00eb detyr\u00eb n\u00eb mbledhjen e 12 gushtit, duke i cil\u00ebsuar ato si t\u00eb kund\u00ebrligjshme dhe n\u00eb kund\u00ebrshtim me kufizimet kushtetuese.
