Shifrat e transaksioneve nga Agjencia Shtet\u00ebrore e Kadastr\u00ebs, ASHK, p\u00ebr periudh\u00ebn 2021-2025, t\u00eb kryq\u00ebzuara me ndryshimet demografike dhe t\u00eb dh\u00ebnat e INSTAT mbi lejet e nd\u00ebrtimit zbulojn\u00eb nj\u00eb anomali t\u00eb dukshme, ku volumi i nd\u00ebrtimeve dhe \u00e7mimet e pronave vazhdojn\u00eb t\u00eb rriten, nd\u00ebrkoh\u00eb q\u00eb numri i shitjeve tkurret.<\/p>\n<p>T\u00eb dh\u00ebnat e siguruara p\u00ebrmes nj\u00eb k\u00ebrkese p\u00ebr t\u00eb drejt\u00eb informimi n\u00eb ASHK tregojn\u00eb se pas nj\u00eb bumi n\u00eb vitin 2022, shitjet e apartamenteve n\u00eb kryeqytet p\u00ebsuan nj\u00eb tkurrje t\u00eb ndjeshme dhe t\u00eb vazhdueshme p\u00ebr dy vite me radh\u00eb, p\u00ebrpara se t\u00eb shfaqnin nj\u00eb stabilizim dhe rritje t\u00eb leht\u00eb gjat\u00eb vitit 2025.<\/p>\n<p>N\u00eb nj\u00eb ekonomi funksionale, ky do duhej t\u00eb ishte momenti kur rregullat baz\u00eb hyjn\u00eb n\u00eb loj\u00eb. Kur k\u00ebrkesa bie dhe stoku i pashitur rritet, \u00e7mimet duhet t\u00eb ulen p\u00ebr t\u00eb nxitur bler\u00ebsit. Megjithat\u00eb n\u00eb Tiran\u00eb, \u00e7mimet e pronave p\u00ebsuan nj\u00eb rritje agresive gjat\u00eb viteve 2023-2024, duke e b\u00ebr\u00eb strehimin nj\u00eb mision t\u00eb pamundur p\u00ebr qytetarin e shtres\u00ebs s\u00eb mesme.<\/p>\n<p>Ky \u00ebsht\u00eb thelbi i asaj q\u00eb ekspert\u00ebt e konsiderojn\u00eb si \u201cparadoksi i betonit\u201d; ku n\u00eb vend q\u00eb tregu t\u00eb vet\u00eb-korrigjohet nga mungesa e bler\u00ebsve tradicional\u00eb, ai po mbahet peng nga bler\u00ebsi atipik, i cili \u00ebsht\u00eb imun ndaj kredive bankare dhe interesave.<\/p>\n<p>\u201cSektori i nd\u00ebrtimit p\u00ebrdoret si kanal p\u00ebr para informale dhe kriminale, duke ulur presionin p\u00ebr t\u00eb shitur shpejt dhe duke lejuar mbajtjen e \u00e7mimeve t\u00eb larta, pavar\u00ebsisht nga t\u00eb ardhurat reale t\u00eb familjeve,\u201d thot\u00eb Zef Pre\u00e7i, drejtor i Qendr\u00ebs Shqiptare p\u00ebr K\u00ebrkime Ekonomike.<\/p>\n<p>Sipas tij, ky fluks informal kapitalesh ka krijuar nj\u00eb \u201cmur\u201d \u00e7mimesh, q\u00eb sipas ekspert\u00ebve po deformon ekonomin\u00eb komb\u00ebtare.<\/p>\n<p>Trendi i shitjes s\u00eb pronave <\/p>\n<p>Numri i transaksioneve n\u00eb pasuri t\u00eb paluajtshme<\/p>\n<p><img data-dominant-color=\"f8f5f2\" data-has-transparency=\"false\" style=\"--dominant-color: #f8f5f2;\" fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/www.press7.tv\/wp-content\/uploads\/2026\/04\/Capture-1-300x194.avif\" alt=\"\" width=\"300\" height=\"194\" class=\"alignnone size-medium wp-image-28424 not-transparent\" srcset=\"https:\/\/www.press7.tv\/wp-content\/uploads\/2026\/04\/Capture-1-300x194.avif 300w, https:\/\/www.press7.tv\/wp-content\/uploads\/2026\/04\/Capture-1.avif 745w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<p>T\u00eb dh\u00ebnat statistikore t\u00eb Agjencis\u00eb Shtet\u00ebrore t\u00eb Kadastr\u00ebs tregojn\u00eb se viti 2022 ishte \u201cviti i art\u00eb\u201d pas pandemis\u00eb p\u00ebr tregun e pasurive t\u00eb paluajtshme, nd\u00ebrsa vitet n\u00eb vijim pat\u00ebn nj\u00eb r\u00ebnie t\u00eb shitjeve.<\/p>\n<p>N\u00eb nivel komb\u00ebtar, trendi i shitjes s\u00eb pronave sh\u00ebnoi nj\u00eb kulm absolut n\u00eb vitin 2022 me 37,684 kontrata, i pasuar me nj\u00eb tkurrje thelb\u00ebsore prej afro 17.2% deri n\u00eb vitin 2024, duke zbritur n\u00eb 31,199 kontrata. Tregu sh\u00ebnoi s\u00ebrish rritje gjat\u00eb vitit 2025, ku u regjistruan 36,027 transaksione me pasurit\u00eb e paluajtshme.<\/p>\n<p>Nd\u00ebrsa numri i transaksioneve n\u00eb nivel komb\u00ebtar u p\u00ebrmir\u00ebsua, Tirana \u2013 e cila mban pesh\u00ebn kryesore me mbi 41% t\u00eb transaksioneve n\u00eb k\u00ebto 5 vite, ende nuk ka arritur nivelin e shitjeve t\u00eb vitit 2022. T\u00eb marra s\u00eb bashku, 4 rajonet e ASHK n\u00eb Tiran\u00eb regjistruan mbi 17 mij\u00eb transaksione n\u00eb vitin 2022, nd\u00ebrsa n\u00eb vitin 2025 rreth 13 mij\u00eb.<\/p>\n<p>Volumi i transaksioneve t\u00eb ndodhura n\u00eb kryeqytet, krahasuar me totalin n\u00eb rang vendi, ra nga 45.5% n\u00eb vitin 2022 n\u00eb 36.5% n\u00eb vitin 2025. T\u00eb dh\u00ebnat tregojn\u00eb se tregu u zhvendos n\u00eb vij\u00ebn bregdetare dhe zona t\u00eb tjera t\u00eb vendit, q\u00eb jan\u00eb p\u00ebrgjegj\u00ebse edhe p\u00ebr at\u00eb q\u00eb duket si nj\u00eb rim\u00ebk\u00ebmbje e tregut gjat\u00eb vitit t\u00eb shkuar.<\/p>\n<p>P\u00ebr shembull, n\u00eb zon\u00ebn e mbuluar nga drejtoria \u201cTirana Veri\u201d, e cila p\u00ebrfshin disa nga zonat me zhvillimin m\u00eb t\u00eb vrullsh\u00ebm, p\u00ebrfshir\u00eb Bulevardin e Ri, n\u00eb vitin 2021 u regjistruan 4,735 kontrata shitjeje dhe u rrit n\u00eb 6,201 transaksione n\u00eb vitin 2022.<\/p>\n<p>Por pas k\u00ebtij momenti tregu ra. N\u00eb vitin 2023 numri i shitjeve ra n\u00eb 4,729, dhe n\u00eb vitin 2024 preku fundin e k\u00ebtij cikli me vet\u00ebm 4,073 kontrata, nj\u00eb r\u00ebnie drastike prej afro 35% krahasuar me vitin e bumit.<\/p>\n<p>Sipas Ylli Sul\u00ebs, drejtues i kompanis\u00eb \u201c\u00c7el\u00ebsi\u201d q\u00eb p\u00ebrpilon indeksin e \u00e7mimeve \u201cKeydata\u201d, kjo \u00ebsht\u00eb zona me \u00e7mimet m\u00eb t\u00eb ul\u00ebta n\u00eb kryeqytet.<\/p>\n<p>\u201cPar\u00eb nga ky k\u00ebndv\u00ebshtrim relativ, kjo zon\u00eb mbetet, si edhe para k\u00ebrcimit t\u00eb \u00e7mimeve prej vitit 2022, zona me \u00e7mimet m\u00eb t\u00eb ul\u00ebta n\u00eb Tiran\u00eb,\u201d thot\u00eb Sula.<\/p>\n<p>Ai e shpjegon r\u00ebnien e transaksioneve me r\u00ebnien e numrave t\u00eb migrimit t\u00eb brendsh\u00ebm dhe pamund\u00ebsin\u00eb e k\u00ebtij grupi q\u00eb l\u00ebviz nga rrethet drejt Tiran\u00ebs p\u00ebr t\u00eb bler\u00eb me \u00e7mimet aktuale.<\/p>\n<p>\u201cP\u00ebr sa i takon r\u00ebnies s\u00eb v\u00ebllimit t\u00eb kontratave n\u00eb k\u00ebt\u00eb zon\u00eb, interpretimi yn\u00eb e lidh k\u00ebt\u00eb dukuri kryesisht me r\u00ebnien e fluksit migrator t\u00eb brendsh\u00ebm drejt kryeqytetit nga shtresa e bler\u00ebsve me nivel t\u00eb ul\u00ebt ekonomik q\u00eb ka p\u00ebrb\u00ebr\u00eb nd\u00ebr vite potencialin kryesor p\u00ebr k\u00ebt\u00eb zon\u00eb dhe me pamund\u00ebsin\u00eb e k\u00ebsaj shtrese p\u00ebr t\u00eb p\u00ebrballuar k\u00ebt\u00eb nivel rritjeje \u00e7mimi\u201d, tha ai.<\/p>\n<p>Nj\u00eb trajektore e ngjashme v\u00ebrehet edhe n\u00eb at\u00eb zon\u00eb q\u00eb njihet si \u201cTirana Jug\u201d, q\u00eb p\u00ebrfshin qendr\u00ebn e Tiran\u00ebs dhe pjes\u00ebn e lakmuar rreth parkut t\u00eb Liqenit Artificial. Nga 3,960 kontrata n\u00eb 2022, shifra n\u00eb k\u00ebt\u00eb zon\u00eb ra n\u00eb 3,109 n\u00eb vitin 2024. Jugu i kryeqytetit pati nj\u00eb rikthim m\u00eb t\u00eb fort\u00eb n\u00eb vitin 2025, por s\u00ebrish pa arritur shifrat e dy viteve m\u00eb par\u00eb.<\/p>\n<p>\u201cInvestitori jo-elastik\u201d<\/p>\n<p>Sipas indeksit \u201cKeyData\u201d t\u00eb kompanis\u00eb \u00c7el\u00ebsi, \u00e7mimet e pronave n\u00eb kryeqytet p\u00ebr 3 vitet e fundit [2023-2025] jan\u00eb rritur mes 49.4% n\u00eb zon\u00ebn veriore deri n\u00eb 74.9 p\u00ebr qind n\u00eb zonat e tjera t\u00eb Tiran\u00ebs.<\/p>\n<p>P\u00ebr ekspertin e ekonomis\u00eb, Zef Pre\u00e7i, rritja e \u00e7mimeve pavar\u00ebsisht r\u00ebnies s\u00eb k\u00ebrkes\u00ebs ka nj\u00eb s\u00ebr\u00eb faktor\u00ebsh, q\u00eb p\u00ebrfshijn\u00eb kostot m\u00eb t\u00eb larta, rritjen e taksave vendore dhe qendrore, rritjen e \u00e7mimeve t\u00eb referenc\u00ebs dhe nj\u00eb treg spekulativ me prani t\u00eb madhe parash t\u00eb pista.<\/p>\n<p>\u201cKa disa tregues ku mund t\u00eb dyshohet me baz\u00eb p\u00ebr prezenc\u00eb parash t\u00eb pista n\u00eb sektorin e nd\u00ebrtimit, por asnj\u00ebri nuk \u00ebsht\u00eb \u2018prov\u00eb\u2019 i vet\u00ebm,\u201d thot\u00eb ai, duke p\u00ebrmendur format e financimit t\u00eb projekteve luksoze n\u00eb kryeqytet q\u00eb po zhvillohen nga kompani pa kapital t\u00eb qart\u00eb.<\/p>\n<p>P\u00ebr t\u00eb, ngritja e kullave t\u00eb m\u00ebdha pa marr\u00eb kredi \u00ebsht\u00eb nj\u00eb sinjal i qart\u00eb rreziku.<\/p>\n<p>\u201cKemi kompani nd\u00ebrtimi me xhiro shum\u00eb t\u00eb ul\u00ebt t\u00eb deklaruar nd\u00ebr vite, q\u00eb papritur marrin leje p\u00ebr projekte dhjet\u00ebra milion\u00eb euro dhe nuk raportojn\u00eb burimin e kapitalit, ose kan\u00eb struktur\u00eb pron\u00ebsie me zinxhir shoq\u00ebrish guack\u00eb, shpesh off\u2011shore,\u201d thekson Pre\u00e7i.<\/p>\n<p>Edhe Eduard Gjokutaj, drejtues i qendr\u00ebs k\u00ebrkimore ekonomike ALTAX, shpjegon se rritja e \u00e7mimeve po udh\u00ebhiqet \u201cnga nj\u00eb k\u00ebrkes\u00eb selektive e p\u00ebrqendruar n\u00eb segmentet premium.\u201d Kjo krijon at\u00eb q\u00eb ai e quan \u201cinvestitor jo-elastik\u201d, nj\u00eb profil q\u00eb zot\u00ebron likuiditet t\u00eb bollsh\u00ebm dhe nuk reagon ndaj luhatjeve t\u00eb \u00e7mimit.<\/p>\n<p>P\u00ebr ekspert\u00ebt, ky treg q\u00eb dominohet nga bler\u00ebs q\u00eb nuk pyesin p\u00ebr \u00e7mimet \u00ebsht\u00eb d\u00ebshmi e ekonomis\u00eb informale dhe dyshimeve p\u00ebr pastrim parash. Eduard Gjokutaj paralajm\u00ebron se peizazhi financiar i Tiran\u00ebs nuk mund t\u00eb analizohet pa marr\u00eb parasysh \u201cflamujt e kuq\u201d q\u00eb val\u00ebviten mbi k\u00ebt\u00eb sektor.<\/p>\n<p>\u201cBoshll\u00ebku sistematik mes \u00e7mimeve t\u00eb deklaruara n\u00eb kontrata dhe vler\u00ebs reale t\u00eb tregut \u00ebsht\u00eb sinjali i par\u00eb i nj\u00eb ekonomie paralele,\u201d thekson ai. Sipas tij, ky fenomen v\u00ebrtetohet leht\u00ebsisht nga nj\u00eb tjet\u00ebr anomali: \u201cNj\u00eb raport jasht\u00ebzakonisht i ul\u00ebt i kredive hipotekore kundrejt transaksioneve totale, \u00e7ka sugjeron se nj\u00eb pjes\u00eb e konsiderueshme e pasurive t\u00eb paluajtshme po p\u00ebrthithet nga likuiditeti jasht\u00eb sistemit bankar.\u201d<\/p>\n<p>Po ashtu, nj\u00eb tjet\u00ebr sinjal alarmi jan\u00eb t\u00eb ashtuquajturat \u201cflip transactions\u201d apo rishitja e shpejt\u00eb e pronave: \u201cPa pasur asnj\u00eb funksion real banimi apo ekonomik, tregon p\u00ebr nj\u00eb natyr\u00eb spekulative t\u00eb tregut,\u201d theksoi Gjokutaj.<\/p>\n<p>S\u00ebmundja Holandeze<\/p>\n<p>T\u00eb dh\u00ebnat e Censusit t\u00eb Popullsis\u00eb dhe Banesave 2023 nga INSTAT tregojn\u00eb se popullsia banuese n\u00eb Shqip\u00ebri ka p\u00ebsuar nj\u00eb r\u00ebnie drastike krahasuar me vitin 2011, nj\u00eb fenomen q\u00eb prek pothuajse t\u00eb gjith\u00eb vendin.<\/p>\n<p>Qarku i Tiran\u00ebs \u00ebsht\u00eb i vetmi q\u00eb ende sh\u00ebnon nj\u00eb shtes\u00eb popullsie, fal\u00eb urbanizimit t\u00eb vazhduesh\u00ebm dhe migrimit t\u00eb brendsh\u00ebm drejt kryeqytetit. Por pavar\u00ebsisht k\u00ebsaj rritjeje popullsie, n\u00eb vitin 2023 n\u00eb Bashkin\u00eb e Tiran\u00ebs num\u00ebroheshin 52,800 banesa t\u00eb pabanuara. T\u00eb llogaritura mbi nj\u00eb sip\u00ebrfaqe mesatare konservatore prej 80 metrash katror\u00eb dhe \u00e7mimin mesatar t\u00eb referenc\u00ebs shtet\u00ebrore n\u00eb kryeqytet rreth 1,290 Euro p\u00ebr met\u00ebr katror, k\u00ebto objekte bosh p\u00ebrfaq\u00ebsojn\u00eb afro 5 miliard\u00eb euro kapital t\u00eb \u201cngrir\u00eb\u201d.<\/p>\n<p>Pavar\u00ebsisht r\u00ebnies s\u00eb popullsis\u00eb, t\u00eb dh\u00ebnat e INSTAT tregojn\u00eb se n\u00eb vitin 2024 u dha leje p\u00ebr 2.4 milion\u00eb metra katror\u00eb sip\u00ebrfaqe t\u00eb reja nd\u00ebrtimi. N\u00eb vitin 2025, sip\u00ebrfaqja ra n\u00eb 1.3 milion\u00eb metra katror\u00eb.<\/p>\n<p>Kjo situat\u00eb po k\u00ebrc\u00ebnon, sipas ekspert\u00ebve, struktur\u00ebn makroekonomike t\u00eb vendit. P\u00ebr Zef Pre\u00e7in, ky \u00ebsht\u00eb nj\u00eb paradoks i thell\u00eb pasi v\u00ebllimi aktual i nd\u00ebrtimeve nuk mb\u00ebshtetet n\u00eb asnj\u00eb projeksion makroekonomik real.<\/p>\n<p>\u201cFMN dhe institucionet e tjera presin rritje reale t\u00eb PBB\u2011s\u00eb rreth 3\u20134% n\u00eb vit n\u00eb dekad\u00ebn e ardhshme\u2026, kjo nuk mjafton p\u00ebr t\u00eb justifikuar q\u00eb nd\u00ebrtimi t\u00eb z\u00ebr\u00eb nj\u00eb pesh\u00eb kaq t\u00eb madhe n\u00eb investimet totale, duke arritur rreth gjysm\u00ebn e investimeve n\u00eb disa vite,\u201d shpjegon ai.<\/p>\n<p>Kjo mani p\u00ebr t\u00eb hedhur parat\u00eb n\u00eb beton po krijon pasoja zinxhir.
