Projekti pritet t\u00eb forcoj\u00eb sigurin\u00eb energjetike t\u00eb vendit duke rritur pjes\u00ebn e energjis\u00eb s\u00eb rinovueshme t\u00eb prodhuar n\u00eb vend dhe duke zvog\u00ebluar var\u00ebsin\u00eb nga gjenerimi me baz\u00eb qymyri. Ai gjithashtu do t\u00eb mb\u00ebshteste q\u00ebllimet m\u00eb t\u00eb gjera t\u00eb tranzicionit t\u00eb gjelb\u00ebr t\u00eb Kosov\u00ebs, pasi centrali pritet t\u00eb gjeneroj\u00eb rreth 169 gigavat\u00eb energji elektrike n\u00eb vit dhe do t&#8217;i ulte ndjesh\u00ebm emetimet e dyoksidit t\u00eb karbonit sapo t\u00eb vihet n\u00eb funksion\u201d.<\/p>\n<p>Vlera e marr\u00ebveshjeve<\/p>\n<p>Njoh\u00ebs t\u00eb pun\u00ebs s\u00eb Kuvendit konsiderojn\u00eb se marr\u00ebveshjet kan\u00eb ndikim t\u00eb drejtp\u00ebrdrejt\u00eb n\u00eb p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb jet\u00ebs s\u00eb qytetar\u00ebve dhe n\u00eb forcimin e pozit\u00ebs nd\u00ebrkomb\u00ebtare t\u00eb Kosov\u00ebs.<\/p>\n<p>\u201cN\u00eb thelb, ratifikimi i k\u00ebtyre marr\u00ebveshjeve n\u00ebnkupton p\u00ebrshpejtim t\u00eb investimeve publike, rritje t\u00eb stabilitetit institucional dhe p\u00ebrfitime konkrete afatmesme dhe afatgjata p\u00ebr qytetar\u00ebt\u201d, tha p\u00ebr Radion Evropa e Lir\u00eb, Melos Kolshi, hulumtues n\u00eb Institutin e Kosov\u00ebs p\u00ebr Drejt\u00ebsi (IKD).<\/p>\n<p>Por, sipas hulumtueses s\u00eb Institutit Demokratik t\u00eb Kosov\u00ebs (KDI), Violeta Haxholli, situata aktuale \u201ckrijon nj\u00eb pasiguri institucionale\u201d.<\/p>\n<p>\u201cMeqen\u00ebse marr\u00ebveshjet nd\u00ebrkomb\u00ebtare duhet t\u00eb ratifikohen nga Kuvendi me shumic\u00eb t\u00eb kualifikuar prej dy t\u00eb tretave, \u00e7do bllokim n\u00eb funksionimin e tij e shtyn automatikisht edhe procesin e ratifikimit. Kjo do t\u00eb thot\u00eb se, derisa t\u00eb ket\u00eb nj\u00eb qart\u00ebsi p\u00ebr funksionimin e plot\u00eb t\u00eb legjislativit, \u00ebsht\u00eb e v\u00ebshtir\u00eb t\u00eb parashikohet se kur mund t\u00eb procedohen k\u00ebto marr\u00ebveshje p\u00ebr miratim\u201d, tha ajo.<\/p>\n<p>Nga L\u00ebvizja Vet\u00ebvendosje, parti n\u00eb pushtet, than\u00eb se k\u00ebto marr\u00ebveshje kan\u00eb planifikuar t\u2019i miratojn\u00eb t\u00eb premten e 6 marsit, nj\u00eb dit\u00eb pas d\u00ebshtimit p\u00ebr ta zgjedhur presidentin e ri. Seanca nuk u mbajt pasi Osmani nxori n\u00eb m\u00ebngjesin e asaj dite dekretin p\u00ebr shp\u00ebrndarje t\u00eb Kuvendit.<\/p>\n<p>Shefja e Grupit Parlamentar t\u00eb L\u00ebvizjes Vet\u00ebvendosje, Arb\u00ebrie Nagavci, i tha Radios Evropa e Lir\u00eb se k\u00ebto kat\u00ebr marr\u00ebveshje \u201ckan\u00eb r\u00ebnd\u00ebsi t\u00eb ve\u00e7ant\u00eb p\u00ebr zhvillimin ekonomik, p\u00ebrmir\u00ebsimin e infrastruktur\u00ebs, mbrojtjen e mjedisit dhe rritjen e efi\u00e7ienc\u00ebs energjetike n\u00eb vend\u201d.<\/p>\n<p>\u201cPrandaj, miratimi i tyre sa m\u00eb i shpejt\u00eb \u00ebsht\u00eb n\u00eb interes t\u00eb drejtp\u00ebrdrejt\u00eb t\u00eb qytetar\u00ebve dhe t\u00eb zhvillimit t\u00eb q\u00ebndruesh\u00ebm t\u00eb Kosov\u00ebs. N\u00eb rrethana t\u00eb tilla, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme q\u00eb k\u00ebto projekte strategjike t\u00eb mos mbeten peng i zhvillimeve politike, por t\u00eb avancohen sa m\u00eb par\u00eb p\u00ebr t\u00eb sjell\u00eb p\u00ebrfitime konkrete p\u00ebr vendin dhe qytetar\u00ebt\u201d.<\/p>\n<p>Pasojat e mosratifikimit t\u00eb marr\u00ebveshjeve<\/p>\n<p>Violeta Haxholli thot\u00eb se mosratifikimi i marr\u00ebveshjeve nd\u00ebrkomb\u00ebtare ndikon n\u00eb vonesat p\u00ebr zbatimin e projekteve dhe n\u00eb imazhin e shtetit n\u00eb aren\u00ebn nd\u00ebrkomb\u00ebtare.<\/p>\n<p>\u201cEdhe pse partner\u00ebt nd\u00ebrkomb\u00ebtar\u00eb zakonisht i kuptojn\u00eb situatat e brendshme politike, vazhdimi i bllokadave institucionale mund t\u00eb ndikoj\u00eb n\u00eb ritmin e bashk\u00ebpunimit dhe n\u00eb besimin p\u00ebr zbatimin e projekteve t\u00eb p\u00ebrbashk\u00ebta\u201d, tha ajo.<\/p>\n<p>Kolshi sheh pasoja t\u00eb shum\u00ebfishta, edhe brenda edhe jasht\u00eb Kosov\u00ebs.<\/p>\n<p>\u201cN\u00eb nj\u00eb kontekst global t\u00eb ndryshimeve gjeopolitike dhe rikonfigurimit t\u00eb prioriteteve t\u00eb politik\u00ebs s\u00eb jashtme t\u00eb aktor\u00ebve t\u00eb m\u00ebdhenj nd\u00ebrkomb\u00ebtar\u00eb, p\u00ebrfshir\u00eb edhe administrat\u00ebn amerikane, \u00ebsht\u00eb jetike q\u00eb Kosova t\u00eb d\u00ebshmoj\u00eb seriozitet institucional dhe kapacitet vendimmarr\u00ebs p\u00ebr t\u2019i ruajtur dhe forcuar partneritetet strategjike\u201d.<\/p>\n<p>Radio Evropa e Lir\u00eb i ka pyetur edhe institucionet tjera q\u00eb i sponsorojn\u00eb k\u00ebto marr\u00ebveshje &#8211; BE-n\u00eb, BERZH-in dhe Fondin Saudit p\u00ebr Zhvillim &#8211; se me \u00e7far\u00eb pasojash eventuale mund t\u00eb p\u00ebrballet Kosova nga pamund\u00ebsia p\u00ebr t\u2019i ratifikuar dokumentet, por nuk ka marr\u00eb ndonj\u00eb p\u00ebrgjigje.<\/p>\n<p>Domosdoshm\u00ebria e konsensusit politik<\/p>\n<p>Duke marr\u00eb parasysh faktin q\u00eb p\u00ebr miratim t\u00eb marr\u00ebveshjeve nd\u00ebrkomb\u00ebtare nevojiten dy t\u00eb tretat e votave t\u00eb t\u00eb gjith\u00eb deputet\u00ebve t\u00eb Kuvendit t\u00eb Kosov\u00ebs, konsensusi politik \u00ebsht\u00eb ky\u00e7.<\/p>\n<p>Hulumtuesja e KDI-s\u00eb, Haxholli, p\u00ebrmend se \u00ebsht\u00eb shum\u00eb e r\u00ebnd\u00ebsishme q\u00eb marr\u00ebveshjet t\u00eb trajtohen \u201cp\u00ebrtej interesave t\u00eb momentumit politik\u201d.<\/p>\n<p>\u201cN\u00eb shumic\u00ebn e rasteve, k\u00ebto marr\u00ebveshje lidhen me zhvillimin e vendit, bashk\u00ebpunimin nd\u00ebrkomb\u00ebtar dhe p\u00ebrmir\u00ebsimin e sh\u00ebrbimeve p\u00ebr qytetar\u00ebt. Prandaj, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme q\u00eb debati politik t\u00eb fokusohet n\u00eb p\u00ebrmbajtjen dhe p\u00ebrfitimet e tyre, duke siguruar q\u00eb procesi i ratifikimit t\u00eb zhvillohet n\u00eb m\u00ebnyr\u00eb transparente dhe n\u00eb koh\u00eb\u201d, theksoi ajo.<\/p>\n<p>E, Kolshi nga IKD-ja thot\u00eb se Kuvendi tashm\u00eb \u00ebsht\u00eb p\u00ebrballur me vonesa \u201ct\u00eb konsiderueshme\u201d.<\/p>\n<p>\u201cP\u00ebrgjegj\u00ebsi e ve\u00e7ant\u00eb bie edhe mbi Qeverin\u00eb aktuale, e cila p\u00ebrve\u00e7 rolit negociues n\u00eb marr\u00ebveshje nd\u00ebrkomb\u00ebtare, duhet t\u00eb tregoj\u00eb lidership politik dhe kapacitet p\u00ebr t\u00eb nd\u00ebrtuar konsensus institucional dhe stabilitet me Kuvendin dhe aktor\u00ebt e tjer\u00eb politik\u00eb\u201d.<\/p>\n<p>Kjo nuk \u00ebsht\u00eb hera e par\u00eb q\u00eb Kosova rrezikon t\u2019i humb\u00eb fondet nga marr\u00ebveshjet nd\u00ebrkomb\u00ebtare, p\u00ebr shkak t\u00eb problemeve t\u00eb brendshme.<\/p>\n<p>Legjislatura aktuale mezi i arriti afatet e nevojshme p\u00ebr t\u00eb p\u00ebrfituar nga marr\u00ebveshjet me Bank\u00ebn Bot\u00ebrore dhe at\u00eb me BE-n\u00eb n\u00eb kuad\u00ebr t\u00eb Planit t\u00eb Rritjes.
